Gov. Gavin Newsom signed new legislation on Saturday mandating public universities in California to revise their codes of conduct and provide training for students on civil protest methods, reported Politico.
This initiative comes in response to rising antisemitism on campuses following Hamas’ Oct. 7 attack on Israel last year.

The new laws require mandatory anti-discrimination training for students and aim to counter reported spikes in antisemitic harassment. Proposed by Jewish lawmakers, the legislation garnered broad support from both parties in the state Legislature despite opposition from pro-Palestinian activists and the ACLU.
Newsom had previously signaled support for revising university conduct codes even before the bill reached his desk.

State Sen. Steve Glazer, who authored the codes of conduct bill, emphasized the need for a safe environment for all students to express themselves without intimidation. Although protests on California campuses have not yet escalated as they did last spring, university leaders have pledged to prevent the kind of pro-Palestinian encampments that occurred previously.
Newsom also signed a bill aimed at preventing “hate littering,” addressing the distribution of harmful materials on campuses.
